Halcrow with John Robinson as
master planner and urban designer
prepared a land use plan and
development guidelines for a high
quality mixed use waterfront
development including a central
business district, hotel, conference
and commercial centre, town
houses, apartments and water
park. The site is located in
Sulaibikat Bay, west of Kuwait City.

Project Description
The goals and objectives of the
project were to:

1. Create a unique urban image

2. Maximise a profit potential

3. Provide a state of the art
infrastructure base

While the site has many strengths
such as a waterfront setting,
proximity to Kuwait international
airport and it's sheer size offering
an opportunity to create an entirely
new townscape image, the area
has many constraints that need to
be overcome including pollution in
the bay. The analysis of goals,
objectives and site opportunities led
to the development of the design
concept.

The land use plan is based on a
modular plot subdivision system,
derived from a 100 metre grid. This
is a simple structure providing
maximum flexibility in terms of land
uses and layout options.
